CAR Prepares for the Ballot Box as President Seeks a Third Term

On Sunday, the nation of CAR will hold a pivotal quadruple election, including the presidential race, national assembly, and municipal offices.

A Crowded Presidential Field

Seven candidates are vying for the top office, including former prime ministers Anicet Georges Dologuélé and Henri-Marie Dondra. The two were cleared to stand by the high court after being initially barred. Dologuélé was the runner-up in the last two elections, while Dondra briefly served under the current president.

Challengers' Strategy and Voter Frustrations

The opposition hopes to capitalize on widespread discontent in a country where conflict remains a daily reality. Over half a million people are internally displaced, with a similar number living as refugees in bordering states.

"This is an chance to commend the significant progress of the country," noted a UN regional official, adding that challenges persist.

The Incumbent's Path

Despite the challenges, President Faustin-Archange Touadéra, a one-time academic, is widely expected to extend his run. He first entered politics in 2008 when named prime minister, serving until a rebel coalition toppled the government in 2013, sparking a sectarian conflict.

After a chaotic three-year interim, his perceived neutrality from the warring factions powered his second-round victory in 2016.

Security Concerns and Voting Challenges

There are fears that logistical problems and violence could disrupt the electoral process, especially in rural areas. The UN peacekeeping mission, Minusca, is providing security and logistical support that the country's weak systems is unable to provide.

Additional problems involve the voter list being made available only digitally, a major hurdle in a country with limited internet access. These issues have prompted an opposition boycott and could, as noted by analysts, "exclude many of the population."

Implications of Extended Rule

Many citizens fear that another term for Touadéra—enabled by a 2023 constitutional referendum that scrapped term limits and lengthened mandates—would mean expanded sway for foreign actors.

The president has relied on the Russian mercenary group Wagner for his protection, and despite its founder's death, has resisted calls to fold its fighters into a new structure. Meanwhile, Rwanda has taken a different approach, focusing on commercial ventures within CAR.

Allegations of Asset Sales

Allegations have claimed the administration removed its own soldiers from a World Bank-funded training centre to accommodate a foreign-run livestock operation. A critical editorial accused the leadership of being "determined to sell off the country piece by piece."

Despite a newly signed agreement with rebel groups offering hope of stabilization, the vote moves forward under a cloud of uncertainty and external competition.
