UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, English councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and land to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a high proportion of authorities seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and utilising savings to manage growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in Kent said its property management strategy included the sale of a shopping centre in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to increase council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently further found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (IMD) for English councils, many participating urban areas were included in the most deprived in the country.

  • “Member cities like several major towns place in the top 30 across the country under the latest IMD measures,” noted the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have cut or compromised social care provision in the last year, the study found.
